An Asset Mapping Worksheet is a set of logical worksheets that show you how to map an asset’s value over time. It was designed by Daryll Earls and others at the National Association of State Treasurers’ Conference on Political-economic Competitiveness held in Honolulu, Hawaii in November 2021. The worksheets were created to assist the treasurers in better understand the state of their portfolios. These can also be useful to private investors and county treasurers as well. They are very similar to the functional models used by many of the best investment management firms. In fact, some are directly modeled after the NSTA’s models.

There have been many times when I’ve asked county officials and foreclosing banks what they would like to use as a model for an asset mapping worksheet. Each time I get a response, I find that people have very different visions of what the asset mapping toolkit should contain. Unfortunately, the health ranking program proved to be ineffective due to the fact that no one was using the same data collection tools.

Asset Mapping Worksheet seems to be the progeny of this failed programmatic project. But there is another programmatic project that may have been similar in nature. A group of people from the American public health Association was involved in developing a standard format for managing county resources. They came up with a map county assets worksheet that has since become known as AMAP.
Asset Mapping Worksheet can be seen as the offspring of AMAP and its predecessor programmatic, the Asset Mapping Toolbox. These programs were both unsuccessful because no one was using them. Asset Mapping Toolbox was developed to help public administrators gather accurate data on county health ranking and to create a uniform data collection methodology across counties.
